When developing an international economic flows, the world’s economy grows. When the hour of economic crisis comes, international relations are limited, further „enhances” the existing problems. In the years of World War II, after several decades of wars and economic crises, it became clear that it is necessary to create institutions of international economic order, that will encourage international economic flows, and thus economic growth and development. Accordingly, the need of trade liberalization of the system (removal of imoport restrictions, which at the time was at a much higher level). At the International Conference on Trade and Employment, held in Havana (Cuba) 1948<sup>th</sup> year, have started negotiations on trade liberalization and signed „General Agreement on Tariffs and Trade” - GATT. Under GATT, eight rounds of negotiations were held. The most important is the last Uruguay round which the author deals in this paper.
